CIDCO Cancels Allotment of 16 Navi Mumbai Plots Worth ₹2,000 Crore: Here’s Why It Matters

Navi Mumbai Real Estate Update | April 2025

In a major move shaking up the Navi Mumbai real estate scene, the City and Industrial Development Corporation (CIDCO) has cancelled the allotment of 16 prime land plots valued at a whopping ₹2,000 crore. The decision targets developers and buyers who have failed to initiate construction on these parcels—despite being granted multiple extensions and amnesty opportunities.

CIDCO, the Special Planning Authority (SPA) for Navi Mumbai, has cited non-compliance and prolonged inactivity as key reasons behind this decisive action.

Here Are 5 Key Takeaways from CIDCO’s Landmark Decision:

1. Non-Compliance with Construction Deadlines

CIDCO allocates plots for residential, commercial, and retail development through regulated auctions. As per the Navi Mumbai Disposal of Lands (Amendment) Regulations, 2008, each allottee is bound by timelines to commence construction and obtain occupation certificates. The 16 plot holders failed to honor these commitments—even after repeated reminders and leniency schemes—leading to the cancellations.

2. Prime Locations Affected

The cancelled plots are located in some of Navi Mumbai’s most sought-after nodes: Airoli, Nerul, Belapur, Kharghar, and Dronagiri. These areas are witnessing rising demand due to strategic connectivity and upcoming infrastructure like the Navi Mumbai International Airport (NMIA).

3. Land Value and Area Details

Collectively, the cancelled plots span over 62,000 square meters (approximately 6.60 lakh square feet) and are estimated to be worth ₹2,000 crore. This move unlocks a significant opportunity for fresh auctions and faster-paced development.

4. More Cancellations Expected

CIDCO officials have hinted that this is just the beginning. A broader review is underway to identify more plots lying idle. Plots with no visible construction activity are being scrutinized, and further cancellations followed by fresh auctions may occur soon.

5. Booming Navi Mumbai Land Prices

Land prices in areas like Kharghar currently range between ₹25,000–₹30,000 per square foot, according to real estate brokers. Despite most land in Navi Mumbai being leased through CIDCO, demand remains strong. For instance, Godrej Properties recently secured a 6.54-acre plot in Kharghar for ₹717 crore on a 60-year lease—showcasing continued developer interest.

Why This Matters for the Real Estate MarketMarket

CIDCO’s crackdown sends a clear message to developers: either build or lose the plot. With Navi Mumbai poised for a real estate boom—fueled by the NMIA, metro rail projects, and planned business hubs—timely project execution is now a must.

This move also paves the way for newer, more committed developers to step in, ensuring that prime land doesn’t lie unused and that urban development in Navi Mumbai stays on track.
